Cbatts, I regret to hear of your range experience. Your range is equipped with radiant surface elements. These elements differ from other burners because the element temperature rises gradually and evenly. As the temperature rises, the element will glow red. To maintain the selected setting, the element will cycle ON and OFF (this is the going on and off you mention). The heating element retains enough heat to provide a uniform and consistent heat during the off cycle (page eight in your Owner’s Manual). This is the normal function of your burners. If aluminum pans are allowed to boil dry when using the cooktop, not only will the utensil be damaged or destroyed, but it may fuse to, break, or mark the ceramic glass surface, permanently damaging the cooktop surface as your photo shows.
