The KDL40EX640 will allow you to stream internet content from the many video apps such as netflix, youtube and more, the KDL40EX640 does not have an internet browser.

You can access Internet by connecting the USB LAN adapter to the TV (KDL40EX640). However, be sure to setup a Wireless LAN router before setting up the Wireless LAN function. Once, the Network connection is configured, you can access all the Internet applications and services available in the TV. Do Note that some of the Internet services (Netflix, Pandora, Hulu Plus and Amazon etc) require that you register the TV in Sony Essentials website and link the TV with the respective accounts.

Beyond an active internet connection and wireless router, no additional accessories should be necessary. Just keep in mind that most smart TVs provide internet connectivity in the form of single-function apps, not full-functionality web browsers.

here in portland we use 60hz not sure for other locations my tv will auto change . and run on 110v

It depends on the speaker settings you manage for the TV. Go to "Settings", then "Sound". The setting should be set to external speakers. Otherwise, the TV speakers will be on at the same time & can create distortion.
Of course, by managing volume control for both can also create a unique audio effect.

The TV has the feature to output audio from either the internal Speakers or the connected Audio System. The audio cannot be output from both the devices at the same time. You do have an option of setting the sound output to either “TV Speakers” or “Audio System” in the SOUND SETTINGS menu of the TV.

Yes, the Sony KDL40EX640 TV can swivel on its base. It allows an approximate of 15 Degrees Angle Swivel Adjustment on both sides.

Refer page # 10 in the Manual provided below to have the information about the swivel feature of the TV.
