Yes, this is a Nikon lens. Non-VR means it doens't have the Vibration Reduction feature.

the VR lens have assisted image stabilization in them. So if you shake a little not only does the camera stabilize but the lens helps with it. Th non VR are a waste of money unless you have a tripod. Then they are ok

zoom distance?

I need a lens that will be good for distances such as in high school graduations, sporting events, etc. I'm new to this so I'm not sure what the numbers mean (ie...55-200mm). Any help is appreciated

While there are better, more detailed answers to this, basically 50mm is close to actual size in 35mm cameras. 55-200mm means the camera will zoom from 55 to 200 (almost 4 times). So roughly, you could say this lens would equate an actual view to 4x closer. (Comparing this to a typical point-and-shoot camera which would probably have a smaller focal length - maybe starting at 28-35mm, it would be smaller than actual size and 4x would be something like 120 - 150mm.) These are rough estimates just to give you an idea.

Does this lens come with a limited warranty? If so, what are the specifications? Ive noticed that the same lens with VR does. But, the specifications on this lens do not indicate any type of warranty for parts or labor.

The D3100 can use any lens with "AF-S" in the lens name so yes, the D3100 can use non-VR 55-200.
