Is this capable of cloning drives 1 to 1 that are set up in a RAID Array (i.e.: Drive 1 of the array to a new drive, then repeat for drive 2) and have the new drives work like the original drives from the RAID Array?
this is just a dock, cloning software would determine if that is possible...

Will this clone the registered programs without having to re-register them (i.e.: a registered Office 2010 from one drive to another without having to re-register? I have a couple one time install programs I'd like to keep w/o buying them again)?
this is just a dock to connect drives. The software used for cloning would determine if the clone was made. However, most software logs the device id for hd, motherboard, and or processor, to determine if a copy was made and re-registering is usually just a phone call...

Can I use this to transfer files from a hard drive that was removed from a bad PC and transfer those files to a new pc?
yes, just connect the old drive into dock, connect dock to new pc and copy and paste

This Thermaltake - BlacX Duet Hard Drive Enclosure Docking Station holds 2 SATA HD's . Can I copy from one HD to the other to make a backup HD?
You would need to hook up to an existing computer to copy and paste, or run a cloning program. But, yes I do this alot
