Can you record television programs using this device? If not, is there a device that can do that?

You are looking for a DVD RECORDER. Best buy doesn't even sell them online anymore. It functions like a VCR but uses DVD-Rs instead of tapes. Fewer companies manufacture them anymore because so many people moved to digital downloads, streaming on demand services, and improved HD Blu Ray or UHD discs.

You will pay a lot of money for a DVD RECORDER these days. If you are lucky, or buy a used model then it can cost anywhere between $100 (used, if you are lucky) to $500. Eight years ago you could have purchased a good DVD RECORDER from a reputable manufacturer for about $150 new. Fewer companies manufacture them now and they are now very pricey. Few shops carry them, too. Best Buy does not sell them online. Only DVD DRIVES, which are for your computer. You can burn DVDs with them, but there is an entirely different process in how you capture television programs and burn them to DVD-R and that is time-consuming and expensive and requires hardware and software that you have to buy and add to your computer. It requires familiarity with capturing video on your computer, editing it and authoring your own DVDs.

Good luck.

If I subscribe to Starz, can I use this drive to burn a series to dvd? I pay monthly for Starz and I want to be able to burn the series to a dvd to watch later. I would do this on my lap top.

You can only use this to burn a series to DVD if you have the hardware to capture the video signal, and then separate programs on your computer to capture the video of the program as you watch it. You would then take your recorded program's files from your harddrive and use software to author a playable DVD menu which then has to be burnt to DVD-R. It's a long process, but a rewarding one. I get the feeling that isn't what your are looking for.

I think you are looking for a DVD RECORDER. That's a different device altogether. That device functions like a VCR but you use DVD-R discs as you would an old video tape. It will capture your programs to disc as you watch them and it will author the DVD menus you need to play them on any DVD-compatible player. You plug your cable box into the DVD recorder and then your DVD RECORDER into your TV. You wouldn't need a computer to use that device.

This device you are asking about, here on Best Buy: it requires a computer to plug it into and it is up to your computer to capture video, edit it and then author a DVD iso file with the menus and chapters and then you use VD burning software to author your own DVD-R of the episodes you recorded. It's a longer process. A DVD RECORDER is a lot more expensive, but once you start recording and then finalize a disc when the recording is done: it only takes (usually) 5 additional minutes to the time you record your programs. We're talking about a price difference between $100 to $500 dollars depending on the model.

Best Buy doesn't even offer DVD Recorders for sale anymore, so you'll have to look around online. Fewer DVD-RECORDERS are being produced since everyone has moved to HD and streaming, so expect to pay more money today for a model that would have cost at most $150 eight years ago.
