Would this model be a good solution for a small business and Static IP Address?
Network plus static ip for security cameras.
Yes, this switch would work for POE security cameras setup via static IP and for PCs using dynamic and/or static IPs. Just be aware that only half of the ports are POE. So you will have 4 POE ports and 3 non POE ports available for devices after you use one non POE port as a connection to your router.
