Is the phone unlocked - will it work outside the country with another provider's sim card?
The phone is not unlocked. I have a prepaid plan. After you make $100 in refills/payments they will unlock the phone for you. Just call T-Mobile and they will email you an unlock code.

can you use a regular size sim card with this phone?
No it takes a micro sim card.
