Is there a built in tuner?

I don't know for sure. I bought mine as a gift, but since it is a tv and not a monitor I would say yes. Also I haven't seen a tv these days that did not have one built in.

Is the base that comes in contact with the dash rigid? or is there any flexibility to "mold" shape to the dash?

Yes it is very flexible. Just sort of bend it to the shape of your dashboard then set it on top.
