Purchased this washer and all my clothes are coming out super wrinkled....even on low spin...what am I doing wrong?

Is it normal that during the "clean" cycle the tub will spin for a second, stop. Spin for a second, stop... And continue on this process? I would think it would continuously spin during the wash cycle.

does this washer come with hoses
The hose to empty the water from the machine. The hot and cold water hoses were all I had to purchase extra
