This design is junk, won't handle a small system

These are junk. They overload with a pretty light system running idle. Had to unplug the monitor from the UPS and it still had issues. Running a FX-8350 1 HD, 1 optical drive, and a medium power video card with a 400W power supply. I'd hate to see what would happen if I actually tried to run a game. All these are good for is backing up some network equipment.
What's great about it: very light (because the battery is tiny)
What's not so great: woefully underpowered
No, I would not recommend this to a friend.

Watts is equal to the VA times the power factor which for any modern power supply should be minimum of 0.9 by law (read energy star requirements). So there is no reason for these to overload on a lightly built system.
