can i plug it into my laptop and have a keyboard/ mouse plugged into it?
No, this is specifically made for the PS4. It would look very awkward if you tried to connect this to a PC or laptop. Even if you could, you would require a couple of USB extender cables, which then defeats the purpose of a nice clean hub.
