To clarify question, is this heater designed to allow you to set the thermostat when you choose the LOW setting? Most digital heaters,like those from another manufacturer Lxxxx, say in their manual "the thermostat can only be used with the HIGH setting" .

yes you can set it to a specific temperature. The high setting is the normal setting, however if you use the timer setting it can be set to a desired temperature.
