I need to avoid using data because my internet is a hotspot. If I have an old phone, I want to know if I can record straight to that on loop on wifi instead of the cloud.

What happens if my internet connection goes down due to a service interruption? Does that mean the cameras are useless without an active internet connection?
Yes, if the internet goes down the cameras are not very useful.

can I use this at a campground that has free wifi?
Theoretically yes, but I think the practical realities are that public WiFi is usually not very reliable. So, I guess I would look at it this way, if you're able to stream movies then you probably will be able to Arlo Q to work, if you don't then it probably won't work.

Is the seven day recording for one time only or is it a time loop that drops a day off and adds one after seven days?
It's a "loop" as you describe. During that seven day time period you can download and save your video.
