You can use it as long as your PS4 account is American. You don’t have to take it to Best Buy to change region on console. You can do it yourself at home. I personally live in Nuevo Laredo and have my PS4 set up as American. There are several how to videos in YouTube

If I buy the pro controller now, will it still be available for pickup until December 17th? Or there's a limit to pickup an item from a store?
It depends on when you made the order. Check your pickup email reminder. It will give you the cut off date it will be canceled on. I always recommend to pick up asap.
