Memory does not support full speed

The RGB works well, but cannot run memory at full speed. It hangs my computer and reboots at lower speed. Could be motherboard, but I think it is the memory at this point.
Be sure to check this early before return window is closed so can get resolved!

I got an open box refrigerator. Labeled as only exterior damage. However, the ice maker was broken when received. Samsung did come out to fix and said it was fixed at Best buy with wrong parts and that plastic was melted as result. Happy with Samsung and mad at Best Buy for hiding a defect.
