I got this movie at a great price. I basically purchased it to complete my collection for the Marvel Cinematic Universe (plus I just got a 4K Blu-ray player I had to test out).
I have to admit that I did enjoy the movie more than I remembered. It's still weak, and I wonder if I'd have enjoyed it more with Mark Ruffalo as the Hulk rather that Edward Norton.
I suppose I also appreciated it a bit more now that I understand the MCU better. When I first watched it, I was just learning about some of these characters. Catching some nods to other future films in the series (e.g., the "super solder" reference to Captain America) was nice to see.
So would I recommend this to a friend? If you're a completionist and have the rest of the movies, I'd probably pick it up. If you're a big fan of the Hulk, then I'd recommend it. If you haven't seen it yet and don't have a good way to get a copy (say borrowing it from a friend or your local library), then by all means buy it for the right price. If you just watched the most recent version of the Fantastic Four, then this will seem like Oscar-worth material.
