its not a power bank, its an inverter, plug it into the car power [12V] and can run 110V equipment plugged into it. but you may wanna keep the car engine running other wise battery will drain fast.

Can I plug this into a TV for viewing a DVD movie

yes you should be able to. it would just play the dvd without the menu on screen.
