Paid for installation that never happened

My broken dishwasher performed better than the company Best Buy uses for installation.
After the installer rescheduled 2x for no apparent reason, the installer called me and claimed that they needed an additional $75 for a permit fee before they could install?!?! When I finally agreed to the extra charge for the installation, and the delivery person arrived at my home, I was informed by the "installer" that the only way he could install my REPLACEMENT dishwasher was to use an extension cord and I would have to plug in and unplug it every time I use the appliance. What?!?!
I am confused why I paid $199.99 for installation and then told I would have to install it myself… When I addressed my concerns with the store I purchased it at, I was told again that the installer was not an electrician- like it was my fault. This purchase was to be a simple Dishwasher replacement. Poorest customer service I have ever experienced.
