Washer Upgrade but One Alarming Issue

The washer is an upgrade over our last but I've noticed an issue where there is a charge running through the washer drum at times. Obviously, this is a concern considering Best Buy installed the unit.
I'm not sure if this is normal (hard to imagine) or if there is a loose wire causing the issue.
I'll be reaching out to Best Buy to discuss as the unit is under warranty.

This dryer cord is required for successful hook-up of your new appliance. Our delivery personnel will determine whether a 3- or 4-prong cord is needed based on the outlet behind your existing dryer.
I just purchased a insignia 6.7 electric dryer. It calls for a 30 amp breaker and i have a 40 amp breaker. Do I need to change it?
The way the breaker works is that it's rated to "break" at >40 amps but your dryer cord is rated up to 30 amps. This means if there is an issue and greater than 30 amps is drawn on the unit the wiring inside the dryer and the cord to the dryer from the outlet can overheat and potentially cause a fire.
