This W machine is wasting time, water/electricity.

I am not happy with this w/machine:
For normal cycle-unable to control the volume of water for small volume of clothes, it gives full load of water, washing time is too long ( almost 1 hr.)For quick washing cycle ( 30 min.)-clothes are not cleaned. I spent more Time/electricity and water since I started this machine , time/water are valuable .
If I can change to another w/machine without extra charge?

It doesn't clean clothes completely

With normal cycle- the rinsing time is short, small amount of waster, so the clothes were not clean, with 2nd rinse, used too much water (full load)and time, wasting water and electricity.
When wash full load of clothes (normal cycle), water was full loaded, but rinse water is small amount, plus I cannot control the amount of water for washing.
