This is the best Borderlands yet, but it's not anything fundamentally different from the prior games. It's bigger, better looking, and has far more variety in skill choices for each class - lending it more replayability. The developers have also made frequent updates since launch and seem committed to improving skills and weapons that are underused so that you can really play effectively however you want - shotguns, melee, sniper rifles, whatever.

The only downside so far is that the default dryness level often leaves some damp items, but you can manually choose a higher dryness amount when starting most cycles.
