Can't set to rated speed and case came off

The first set I bought had to be returned bc the package was stepped on with clear foot prints on the package. Second set I got I cannot set to 3200mhz. Highest I can go is 2933mhz otherwise my PC won't boot. Didn't have this problem with my old Corsair ram running at 3200mhz.
Cannot recommend this ram. Also with the second set, one of the outer cases came off the ram as I was trying to remove it from my PC. Such crap.

Is this rigged? My friend and me got it into the cart within 30 seconds it was in stock and the website kicked us out of the line or wouldn't verify us. We both are trying to get our first GPUs and it feels rigged to me.
Its not rigged, its just that bc Best Buy doesn't update their cart security, bots and scaplers have found ways/made programs to get around the security faster to be able to place orders faster then normal people like you and me trying to get them. And Best Buy doesn't care bc they get money either way. Best Buy is NOT consumer/customer friendly.
