How do you use the webcam and microphone on this computer (HP provides no instructions !)
On the top of the screen bezel there is a rectangular cutout that if you press down, the webcam and mic will pop up. I think the mic does work even if it's down but not sure.
Once it's popped up, you should be able to use webcam software successfully. Nice security feature since you should be covering your cam when not in use.

I’d be using this monitor with 2 PCs. I know it will work great for my ROG gaming PC w/ Nvidia Gtx1080, I will also use it at times for web surfing and business apps on my generic PC with basic onboard GPU. Will it work okay for basic stuff on that?
Yes as long as the basic PC has an HDMI output. You would need to connect the gaming PC with a display port (assuming the gaming PC has a DP output) and the basic PC with an HDMI cable. You can then easily switch inputs using the button on the front panel of the monitor. You might want to consider a KVM switching device as well so you can use one keyboard and one mouse to control both PC's. Just don't use the KVM for the monitor ("M"). Hope this helps.
