Can I download photo shop software onto device?
I read you can but it can run sluggish if you use all full settings not that powerful enough to edit videos either. But you can do photo shop espress or lite video editing. Its a full PC but not that powerfull . You can still do a lot just limited . It's an awesome PC to get around and do basic computer stuff, office , entertainment .....

Does it have a USB 3.0 port?
Yes on the right side along with a display port , micro USB and headphone jack. Underneath the stand is a micro SD card slot.

Does Surface 3 come with Windows?
It appears that the Windows is temporarily loaded on to the unit. What does that mean?
Yes the latest Surface 3 comes with full windows 10 and all the upgrades you need will be done on Suface. If you get older Surface 3 with windows 8.1 you can easily get free upgrade to windows 10 .

Does this support 4G LTE?
I know this has wifi, but can you sign up for internet access from a carrier like AT&T or Verizon with this exact model, or is it a different model that supports this? If it does support it, does it need any accessories to do that or is it built in? thanks!
There is a LTE model Surface 3 a $100 more. I use my 14 gigs tmobile hotpot for my regular surface 3 and any wifi you can get , like dunkin donuts , Starbucks , mc Donalds . Or your cable's outdoor wifi locations. The LTE model would also use just slightly more battery use. But all and all the Surface 3 is awesome !!!!!! You get to learn basic computer skills as you use instead of a dumb me down tablet.
