My MacBook Air only has a single Thunderbolt port, which I use with my dual screen display setup. I had been using an Ethernet i/f built into my USB hub, but it became unreliable. j5create - USB 3.0-to-Gigabit Ethernet Adapter get me back up to wirespeed over USB.
Having Ethernet again gave me the network insight I needed to debug the wireless network in my house.

I live in a large house built from concrete block material. So, the reach of the wireless access point included with my cable modem is quite limited, located as it is on the far side of my home. I chose the Apple Airport Extreme to extend wifi coverage and to allow direct ethernet connection for streaming to my smart TV. The Airport Extreme was easy to set up and configure, in my case, to create a second wifi network without NATing (DHCP passthru). The Airport Utility app runs on my iPhone, iPad and on my MacBook Air, providing a range of configuration options and status information (connected clients, connection quality, etc.), without the info overkill of other routers and long load times. Now my whole house has strong signal for all types of devices (not just those from Apple).

I bought the Netgear 5-Port Gigabit Ethernet Switch to let the devices in my home/office take advantage of gigabit speed where available, especially to speed backups from my notebook to my TimeMachine. The switch works fine and importantly, runs cool. Only con - no link speed lights.

I have an older AirPort Extreme. Is the newer model more powerful. The old one doesn’t cover the whole house.
Apple claims that the newer model boasts multiple internal antennas and offers 3X the performance of earlier access pointers and routers (802.11ac vs. n). I am not in a position to benchmark it speedwise, but I live in a large (4500 sq.ft) concrete block construction house with difficult WiFi coverage, and with the new Extreme I get strong signal in almost every room - even the garage.

Will this enable connecting multiple VOIP phones?
Only at the physical level, in that with 5 ports you'll be able to plug in 4 Ethernet-based VOIP phones (the last port is for the uplink). You'll still need to configure them and have enough bandwidth on your broadband connection to support multiple VOIP sessions.

Will This boost my internet and support it better than before?
It might improve throughput across your LAN but it's unlikely to affect your speed of access to the Internet. Most broadband connections are significantly slower than even local wireless networks, let alone wired ones. In my case, my cable modem offers 20 mbit/sec down and 3-4 mbit/sec up, whereas the switch support wire rates of up to 1,000 mbit/sec.

If it isn't fanless what is the db rating?
Of course it's fanless. Have you ever seen a 5 port switch with a fan?
