Yes, buy any unlocked phones from Best Buy and you can use it globally. Just get a local sim card and you are all set.

who's the best no contract carrier to use

Now a days you could use probably any carrier, all of them have come out with no contract. It ranges from 30 to 65 dollars per month for your usage depending on minutes and data.

for eg. T mobile gets you unlimited talk, text and data for 55 including taxes(approx) similar for verizon etc

If you need cheaper options go for Simple Mobile. There's lot of options available. Get any new phone or old unlocked phone you have and get connected.

Looking for a smartphone to use in Spain, Italy, Germany.

Buy any unlocked phones like 6,6plus samsung note 4, galaxy 5 etc.. make sure you buy unlocked. You can go for cheaper options as well.

Most of the unlocked phones work well and you can use it globally.
