If the ESPN mobile App carries them, then you should be able to. If not, then you are out of luck.

Does it turn your tv into a smart tv?

Kinda - If you have a device that can talk to the Chrome cast, then yes. If you do not, then it will do nothing for you. This item allows you to "cast" information from your smartphone/tablet to the tv.
