Not that I am aware of, however, there are devices available that connect to your home internet connection and act like a mini-cell phone tower. I think they are only available through the carriers and they may still use your minutes as they are tied to your account and mostly intended to overcome poor signal.
Alternately, there are apps for most smart phones that will allow you to make calls via wifi. If you have Vonage, Nettalk or MagicJack, for your home phone, their apps will let you make/receive calls via wifi and your home phone number will appear on caller ID. This feature is especially nice if you travel internationally as you can still make/receive calls as if you were in the US.
