Can this be used for Time Machine out of the box or do I need to reformat?

no. It should ask if you want to use time machine and you do not have to reformat to do it.

In what country are these manufactured in?

I bought one to send to my son in S. Korea and it is already packed up and I need to put on the package paperwork the country of manufacture and I don't want to reopen and reseal the package.
It says on the box it is a product of Thailand.
