Receive decent signal strength, but Internet Smart Apps times out in 15 minutes.

Is this a modem/router issue or Internet Service Provider? Samsung Smart TV is located within 35 feet, receives a good signal for 15 minutes then it drops out.
Northland Communications is Cable provider, get decent speed, anywhere from 12MBPS - 21MBPS wireless.
I had similar problems with the modem dropping out. I returned it for a different one and the new one works fine,
