I have frontier internet. Currently using their ADSL2+modem router. If I bought this and sent theirs back would they charge me less for service? I'm assuming I must be paying rent for using their device. And is this device a good replacement for theirs.

This is NOT a modem. You would have a wonderful wifi network in your house only, with no internet connection.

Ok I don't have cable so for me to get wifi do I purchase a Wi-Fi router to get wifi and get connected on my Amazon firestick?

No, this does not provide internet it only distributes your existing high speed internet connection.

Does this router work anywhere? I currently live in the country of Panama and need a router so I can have WiFi.

This router is made to distribute your existing internet service via Wi-Fi in your home. This router does not provide internet service, it will work with any existing internet service, in any country, to create WiFi accessibility in your home. Again, this is not a modem or a means of providing internet to your home, this only turns your existing internet connection into wifi.
