I have a 2500 recently signed up Netflix TV upstairs works fine TV downstairs is constantly buffering when trying to watch Netflix do I need a router with greater capacity

I would suggest checking with your ISP regarding the amount of bandwidth you're currently receiving based upon Netflix's optimal performance requirements. Then I would explore the possibilitiy of purchasing an extended range wifi router if needed.
