does this actually produce steam to clean?

NOPE. That's why it no longer called the SteamVac, but rather the MaxExtract. Copy the Model Number from the Best Buy website and look it up on Amazon or Hoover.com. It's the MaxExtract that uses "Forced Heat" technology. For what it's worth, steam would probably melt your carpets. I'd be more concerned that the entire SpinScrub assembly is made of plastic. That's what broke on mine. It's a common problem with these units. Look at the Rug Doctor Upright Deep Cleaner instead.
