I visit my mother who does not have Internet and need to extend the signal from my brothers house next door which is maybe 100 yards to 150 yards is there an extender to do that and if so would I put it in his home or my mothers?
This product should work. But of course you will need a password to access your brothers connection.

is this a different wifi network or does it just increase the signal strength?

Will you be able to hook up your devises to the current wifi network or will you have to select the wifi booster as the wifi network? Will this create another wifi network?
It will just increase the network signal strength. So the current wifi you use now is the one that will be boosted.

Windows 8

Does this extender work with Windows 8? I can see this network extender show up on my wireless network connection but it won't allow me to connect. It ask for the password so I use the primary modem password and it won't connect.

You have to go through a password signup process when you first use it. From then it will not ask for a password when you click on the wireless network connection. It will remain connected and log in when you turn your computer on again. Unless you log out of the wireless network connection.
