WHAT IS THE COST TO GET NETFLIX, HBO, & SHOWTIME AND HOW DO U SUBSCRIBE?

Chrome cast is a mirror caster. From your phone to your tv. Get the app on your phone and play. It is just that easy. Netflix I pay about 7.99 a month and everytime I stream a movie it has a little box with a singnal. Click that and boom, casting straight towards your tv entertainment system.

can i control it with my phone data or do i need to have wifi at home?

I tried and i believe you need to be connected to wifi. Chrome cast and phone both need to be connected to the same wifi to work
