Will this router work with Service Electric Broadband Cable company in New Jersey?

It SHOULD.... but you always want to consult your ISP about that to make sure.

Hello Can a landline phone be connected to this router?. I want to be clear can i access internet connection with this router without having a internet service?

You absolutely can not access internet from ANY router without an internet service provider. A router simply routes traffic to and from it's sources. So you still have to have an ISP.
And no. Land line phones do not hook up to routers typically.
