Chromecast is an amazing device with so many things to explore and many new adding daily. It is by far the best device as compared to apple tv or Roku. I recommend this device to everyone.

if i download a movie on my laptop can i cast it to my tv?

Please use Videostream extension in chrome browser in your laptop along with google cast extension.

Open local video in Videostream then a cast option will popup that will cast the video over to chromecast connected TV.

Alternatively you can use plex app for android/iOS along with plex media server running on your laptop. you can add local movies to plex media server and cast them to you chromecast via plex app.

Will I be able to use in hotels where I can not access input settings

Can I use on hotel TVs when I have no access to tv input settings?
No and Yes.
No: If the hotel wifi does not allow chromecast access then you cannot connect the chromecast to hotel wifi internet.

Yes: The alternate method is, you can create a wifi hotspot from your android phone or laptop and cast your local data over to chromecast.
