How do I get rid of the annoying and intrusive "vault" software on the drive? As suggested in a previous answer, I tried formatting it, and that don't work.

if you don't need the benefit of vault, yes formatting will do as long as specific type of format's supported by your device.

old pc you meant usb 1.0, this drive worked well with usb 2.0 pc,it should work on any old pc files, check your old file's format if pc or not.

How much do you charge to transfer data from my old computer to a new one?

it depends on how much data you have from the old,only files can be transferred not programs though.

Does this have Microsoft office pre installed?

yes includes version 2017 but I don't know the extent of the license.

Can you run F.O.S.S. Libre Office Suite ?

I dont know FOSS but if libre office's compatible with windows 10 then yes,it should work.
