It sounds like all you do is plug it in and voila, TV. Not true, you have to plug it into electricity, then insert the device into a USB, then you pair with a phone or pad and then you need to put what you want to view on those devices and it mirrors on the TV set. All of this makes this a waste of money - get Apple TV, it's smarter and does not simply mirror what you see on your phone or tablet.
No, I would not recommend this to a friend.

No, it does not, it is a mirroring app only

Can I put the chromecast in my laptop to stream, or is it only for streaming from a TV?

Sure, it would then allow you to transfer/mirror what ever you want to pull up on your phone/tablet. This is not like Apple TV, it simply a mirroring device and not a very good one...
