This printer does what it's supposed to do, it prints, but I wish it had separate color ink modules. I like printers that I can change just the color that's empty. This printer has an all in one ink cartidge.

can you use this without cable like can you plug it into the wall

No, you need a cable modem or Ethernet operated internet service provider (ISP).

Do I also need a modem?

We are moving into a housing complex that has free WIFI. The property manager states we just need a router and when we plug that in our internet will bring up a home page asking us to set up an account to the service which will offer faster speed upgrades if we want. Does this sound correct? We are trying to get things lined up right away so it works when we move in.
If your housing complex offers WIFI, you don't need a router, but more than likely, your complex offers an Internet service provider (ISP).
This is a router only, normally you would need a modem to connect to your ISP; but since your complex probably provides the ISP, all you need is a router to connect the ISP to your desktop, laptop, TV, Phone etc via WIFI.
