You can't beat APC's quality and their support services. Some years ago there was an issue with an APC BBU I had, and when I called APC, they shipped a replacement same day, no charge, they didn't even want the old one back. The issue wasn't even caused by the APC, but it did it's job and sacrificed it's own life to protect my PC.
I would recommend this to a friend!

How do change battery
Red Light is on telling me to change battery
Battery swapping is very easy. Lay the unit on it's left side. Remove the cover and slide the old battery out. Slide in the new battery, and replace the cover. It's really that easy.

are all outlets on battery backup or are some just regular?
Four outlets on the battery, four just have surge protection.

can it use in the country that use 220-230 Vol?
Not this particular BBU, but APC does make 220V versions.

which product can I use to power my sump pump
Want to have 4-8 hours of run time for my 1/3 HP pump.
That depends on the load, as in wattage. I have used many BBU's, and I don't know of any that would provide power for that long a time with what I assume is a considerable load. This particular unit will run a high-end PC for about 10-15 mins. max on battery alone.
The best strategy would be to have an emergency generator that would kick in automatically, while the battery backup would keep the pump running for the few seconds it takes the generator to kick in.

can i use this as back up on a small oxygen machine
You can use this on an O2 generator, absolutely, as long as the machine doesn't use more than 650 watts. I have an AirSep O2 generator, it's rated at 4 amps, which, multiply by 120 volts. equals 480 watts, which is well within the capacity of this particular battery backup.
You can use it on just about anything. Besides my PC, I also plug my TV cable box and modem into it because it takes about 5 mins for the cable box to reboot if the power winks out for even a second.

There are 4 outlets that are not on the battery, and four that are.
