My Sanus VMF518 won't tilt the tv?

Just wondering why it won't tilt or if there is something I'm not doing to make it tilt correctly? I followed all the instructions in manual but TV will not tilt forward or back.
Little screw on bottom of the mount needs to be losend to allow tilting your tv
