I own 6 of the Harmony 650 remotes. This one was a replacement for one that was about 5 years old and had some broken buttons.
In my opinion you can't buy a better low cost universal remote that supports multiple devices so easily. The web based programming tool works well and covers everything from TVs to AV Receivers, Apple TV, Game Consoles, DVD players, the works. You can also do some nice customization.
The 650 does not support RF and so you will need line of sight to your devices, but for for the use case I have which is for my kids rooms which have all the devices I mention above it works great.
Expect 3 -5 years of daily use before they wear out..
I would recommend this to a friend!

Does it work with a smart Vizio tv

Sure - just make sure you have the correct model number. The programming database has like 15,000 devices in it.. have used it to control Vizio TVs.

Does this controller have a minimum of 2 RF outputs and 2 IR outputs?

No the 650 is IR only. It does NOT support RF devices.

We have had this device (Logitech-Harmony 650) on our large TV (with stereo sound) for about 4 years, but now is not operating the system very well. If I bought a new one what would I have to do to make a transition from the old one to the new one?

Since you used MyHarmony app to program the original - it's configuration is saved. So just save that configuration to your new remote.

Will this remote 650 program my Yamaha receiver RX-v757, as original remote misplaced not able to find? Please advise ASAP

Yes - I use my for Yamaha RX-V659 and RX-V671 receivers - works great.

Where can I find/buy a replacement rechargeable battery for the 650? What type of battery is it?

The 650 uses two AA batteries located in bottom of the unit. The 700 uses rechargeable batteries/
