when setting up laptop did you select the Microsoft login service where you use your Microsoft account or did you create the local account?
if when it wants you to use your Microsoft account you hit cancel then you can make a local login from that you can setup guest ones or kids ect...

can you change the background pic, if yes, does it look clear?
yes you can set whatever photo / pic you want... not had any problem with photo's being clear make sure the photo you use is cropped / sized right if you make a photo for a standard square screen but put it on a wide screen res it will make the photo look weird.
