Do the Twin packs give you 2 copies of each picture? If so, does that mean with a "10 shoots" pack you can only take 5 original photos, but get two copies of each?

twin packs means it has 20 available shots. it means you can take 20 UNIQUE pictures. it does not make copies.

Any plans for a waterproof version of the Charge HR

although it is not water proof, you can easily take it into the shower but i would not recommend going swimming in the sea with it.
