A store seems always to want to sell us a reconditioned Hoover vacuum. Why? Also, why are there so many reconditioned vacuums available?

Because it is a good vacuum. Because this is a throw away society, and someone decided to replace a few parts, and resell them.

What are the differences between Hoover - WindTunnel T-Series HEPA Bagged Upright Vacuum - Seaside Blue (Model: UH30300) and Hoover - Pet WindTunnel T-Series HEPA Bagged Upright Vacuum - Blue (Model: UH30310)?

Not much. One has rubbery parts on it that is supposed to get pet hair up better.

How does this model work on a higher carpet? The cleaner we currently have is really, really difficult to move on the carpet even on the highest setting!

Really well, unless it is super dirty or super humid.

Keeps on getting stuck in the tube. Doesn't make it to the bag.

Then whatever you are trying to vacuum up is either pine needles, or, too big.
