The Chromecast is just perfect to play online tv services, such as Netflix or Hulu. It is also perfect to share other content such Youtube and even sharing your browser on the tv.
Now, why the 4 stars then? Simple: Local media can be cast, but it has to use the Internet connection to access Google services, making it go all the way to the Internet, and then return to your TV. This causes slowness on local content, and make it almost impossible to cast a video you have on your phone or tablet. If Google change that, and allow local media to use the internal network, this product would be perfect.
I would recommend this to a friend!

Does the HDMI Streaming USB really enhance the WiFi signal to my HDTV ??

I will be purchasing a new HDTV with WiFi ready, my Wifi in the place I live has terribly low signal strength.
Not really. I have a similar situation, and the solution is to change the Wi-Fi placement, or have a repeater installed.
