I am not an expert, but after reading a bit on the internet it appears the Clear Motion rate is a made up number by Samsung to indicate the relative refresh rate of the TV (related to frequency, but not identifcal). I've attached a web link that has some background on it, but generally the higher the Clear Motion rate, the faster the TV updates/refreshes but it is not 1-to-1.
