This tablet performs good. Good processor with two gigs of ram. The tablet handles multiple tasks well. The screen is sharp and bright. this is the best buy for your money. You will not find another tablet that is up to spec such as this one for $200. The iPad mini 1 cost the same but this one outperforms it in every way. I am an apple fan but I must tell you buy this one if your on a budget you won't regret it. I use the Samsung tablet 8.4 pro for home use and an iPhone 5s for work. Just buy this one and you won't have to keep shopping around for one. Camera and video are good. Screen size is perfect for reading. It is a must have at this price! This is a 2014 model so it's still up to date as far as specs.

Is it unlocked?

is it unlocked? or does it come pre installed with some company's ROM(Verizon,ATT Etc..)?
This tablet does not have a SIM card slot and it is not gsm equipped. It is not set up to work for a carrier. It is specifically for wifi or tethered Internet connection

Will it have built in gps independent of wifi?

The standard google maps will require an Internet connection. Unless you were to download the maps or download a particular gps app that doesn't require Internet from the play store.

Yes you can it has Google voice preloaded on this tablet. It also has S voice option.
