Will Nettalk duo work with this?

I'd like to buy a Nettalk duo or a Magic Jack to replace my current phone system and monthly bill. I do not have internet at this location and don't want to get it just to have phone access.
Is this what, and all I need to get phone service using a Nettalk device, or will I need something in addition to this?
Shouldn't have any problem. Hated Magic jack. I would go with a cell only and forget trying to use one of these devices. They are too limited.
